of eating establishments. but it is not an eating establishment. we approved an accessory use to a bookstore with limited seating. how the staff can find that this place is not in violation is beyond me. all you have to do is look at the repairs packet and the photos. there is not one book in the entire store at least in this photo. there are on the first floor five tables when the conditional use says two. it's limited to 15 seats; there are more seats than 15. how the staff does not consider this is in violation is beyond me. i cannot see how we can consider this without them first issued an nov and go through the process. also the north beach neighborhood commercial district, section 7221 of the code specifically says, special controls are necessary because in over concentration a food service establishments limits retail sales and personal services in an area that needs them to thrive the neighborhood. needs to maintain neighborhood retail sales and personal services to maintain residential livability. additional eating and drinking establishments are prohibited in spaces occupied
anywhere from $2000 to $2500. conditional use takes more time and is more expensive. several departments must weigh in. the planning department, department of hotels, building, electrical, fire, police, noise inspection plus a 30 day posted notice, the application that comes in advance to the public hearing at city hall. and outreach to the neighbors of any particular venue. before i focus on the planning part i will focus on the other departments going back to the health and safety purpose of the whole process. who want to be safe, the food, fire hazards, occupancy. all the inspections that building, electrical, fire, all are pass/fail. if there is something to have to correct they must correct it before they get a permit. to propose specific things the commission can accept or demand. the planning role starts from the very beginning. i will switch to be overhead. you have this on your desk. you don't have to look at the screen. so, this map of san francisco shows where place of entertainment permits are allowed. beiged areas are not allowed. because the map is the way does the fi

building which i thoroughly dislike. in conclusion, prop c was designed for this. all bunch of us work hard to get through prop c. we are the first folks to come to you and we need this approval. we don't have a project if we don't have this approval. we will start this project in the next two weeks if we get the approval. that's it. 12 minutes. not a very good presentation, i apologize. >>: calling for public comment. i have one speaker card. paula richard. >>: good afternoon. i am paula richard. i work with plant construction. i have been at plant for about 13 years, construction manager and vice president on this project if there is a project. i was asked to take a minute and reiterate what is in my letter. we bid out all of the subcontract work, probably 50 subcontractors ready to go as well once the project goes forward. if you're not familiar with plant construction we want to point out a couple of things. we are a san francisco company company, we been here for 65 years. of the next 26 months there will 521,000 man hours translated in the range of 125 people average per day a
there were no surprises. there was some interest last week from commissioner lost us in particular on our prohibited persons and firearms list. * it was in their paper that there are some 16,000 people in california who are prohibited persons. the way that it works, doj maintains an armed prohibited person system. it's called apps. it's a cross reference of the automated firearms system and cini cross referencing folks that shouldn't have guns. we were noticed back when this program started in 2011 that we had 516 folks that needed to be talked to. since then we have contacted all of them. we have recovered 81 guns that are no longer in their hands and other cases have been closed for some reasons like those with mental health issues once they're five years in duration, they fall off the list. some of the people on the list have actually either were deceased or died since. some people have restraining orders that caused them to be prohibited. those orders have either expired or been withdrawn. some people have moved out of the city, in fact, one of our people that we contacted was a perso
staffing. >> thank you. >> next speaker. >> thank you supervisor for allowing us to speak today. my name is nancy rock and the vice-chair of the san francisco women in action. we serve women, families and children in need in san francisco and throughout the bay area. i am here to reinforce the support you have given to the department on the status of women and we use a lot of their materials, reports and services. so we're expanding what you have allocated in terms of budget, and expanding that to a larger audience when we give our programs, we use their materials. we do that, because they can be trusted. there is a lot of stiff stuff on the internet and i can tell you when we use a report from dosw, the information is accurate. and we know there is accurate information portrayed to the people, and again, thank you for your support. and we'll continue to pass on the information that they give us, because again, we can trust it. and we hope that you know that we trust you and we really, really do appreciate this. thank you. >> thank you, next speaker, please. >> good afternoon superv
, there is no change in homicides as the committee did note. some of the strategies that we did use to combat the cell phone robberies and the zone deployments where we utilize uni formed and plain clothes to conduct them. the foot beats and etc.. with a series and a trend, we will meetly contact these teams and deploy them to the areas to sat rate these areas where we notice an uptick in robberies. we conduct operations with known offenders, so if we know individuals that are on probation or parole, we will target for continued enforcement to see if they are responsible for some of the ongoing robbery and to prevent any future robberies. again, we do saturation patrols in the neighborhood canvases and conduct under cover surveillances and recently a series of robberies on portland and we saturated that with uniform and under cover officers and we will do directed enforcements with buy bus programs and reverse and even decoy and robbery decoy operations and i can tell you in some of the operations my, officers have come back to me and tell me that they will sit there with specifically their cell phone
sort of tweaking things that have come up. in addition, in the current year the mayor's office asked us to cut $1.5 million off of our base budget and we were able to do that with revenue solutions and some expenditure adjustments which did not impact operations or staffing. so, as you can see, our budget for next year, this is our revenue. and as you can see, most of our revenue comes from general fund, city support. state revenue on the 41 million is prop 172 public safety tax. our federal revenue is actually primarily the money that we get from the housing authority to provide the additional service there. it's hud money. the airport of course pays for all their services. other departments pay for our services. and then [speaker not understood] charges, those are just permits such as alarm, responding to alarms, thing like that. so, our next slide talks about how we spend all of our revenue and not surprisingly most of our revenue -- most of our expenditure is in salaries and fringe benefits, about 88% of our budget goes to staffing and nonpersonnel and professional services, it's ab

of days it takes to close cases is going down. however, what is slowing us down particularly in sustained cases that we have an inadequate legal staffing because when you consider that there are 16 or 15 investigators producing cases and they're funneling to 2-1/2 lawyers who are reviewing them, then that is where our cases slow down and the time it take to complete sustained cases has not really reduced in the last -- in the last several years. additionally, we have inadequate information system technology staffing. we have all 34.75 positions, only one information systems technology business analyst. that's [speaker not understood]. you've met him at presentations of the annual report, and he is responsible for an incredible number of things. from the hardware, that is, when we replace our pcs or our laptopses, he is the one who installs them. and it is not a simple installation because we have databases that he has to install and customize on computers. in addition to that, he's responsible for creating databases, amending them, tweaking them for interfacing with our consultants such a
positions for us, support for two positionses and some overtime. public utilities funds one position out at their new headquarters. the library is for overtime. and human service agency, we provide security at the location where food stampses are applied for. so that help them therethv moscone center as needed. treasure island and dpw on there, some security as dpw goes out in the neighborhood for a speedy abatement. so, our next slide talks about our positions. as i mentioned, you know about 89% of our budget is personnel. so, it's important to look at as our sworn fte. last year, we have 22 13 positions, sworn positions budgeted. next year we will be at 22 01, which seems a little downtowner intuitive, but we are in a major hiring initiatives. and the reason for that is is that we have more people retiring than we have hiring right now. civilian positions are going on, part of our recivilianization plan getting officers back to do patrol duties, and having civil yens be at headquarters basically. there is a breakdown of the airport and our other sworn officers and civilianses as well.

prehend the suspects. >> again, we will use on-line resources to try to track some of the stolen phones, we will also do a traditional investigation strategies such as finger prints and videos and photos. >> we have been able to identify with the surveillance videos from the pharmacy robberies and some of another robberies from the surveillance cameras outside of the businesses and nta will speak to how they utilized their muni surveillance video as well. >> we have investigative conferences every day. to identify crime trends and to identify the series and to identify who is the likely suspects are and what districts they may be or in ating from or targeting. how do we or what do we do to prevent these from occurring. how do we educate the community or the officers? we issue press releases. we announce and tell them the kind of performances such as having your device in your happened and be aware of who is around you and who may be following you. there are some of the other under cover officers reports that they will see the individuals who are, looking for people, to rob. they will fo

the district attorney and public defender use what is called "volunteer attorneys." and i don't know if this was in practice when you were there, but these tomorrows handle full-time caseloads to get trial experience. the district attorney has many more than we do, but that is what accounts for the total number of bodis that are handling cases. if you have a body working full-time, we count that as a lawyer. we haven't been able to hire an attorney for the last year because of funding issues related to our own budget. to the extent we can, we have tried to use volunteer attorneys to fill that gap. i'm sure that the district attorney is referring to the ftes, the full-time positions he has dedicated for that purpose. the chart here, let me make it perfectly clear, this is not guilty there, this means a complete acquittal of all charges. an acquittalis only when you get across the board not guilty. with respect to, we go to the hung juries, where a jury can't make a decision and guilty is where they are convicted of all the charges. so i want to be clear that is what these represent.
a different way, i'm sure some of us would probably still be out there. so, it was much like the nfc championship game where it would have gone long into the night had we not had a good plan, the plan was real good, so, again, the officers were home by about 10:00 p.m. after the super bowl there were 25 arrests for public drunkenness and one for setting a tree on fire. the suspect after setting the tree on fire ran in the direction of mission station. so, the escape was not well planned. the wilderness program did a real nice day hike on the 30th for the kids at taylor elementary school. students, teachers, parents and officers participated. we continue to develop our active shooter class. we've been solicited by the fbi to be the national template basically for this. so, we're going to see what we can do about getting them out. we're going out to where we have to go so we come up with the best active shooter training. also the san francisco unified school district will be a part of that. additionally, bowman in the downtown business is for workplace violence. we had a press conferen

-wide improvement organization that addresses land use, and public safety concerns. currently there are over, could i have the overhead? >> currently there are over, overhead, please? somewhere? currently there are over 800 liquor licenses in san francisco. and i consider that an over concentration and adding and if you see all of these dots, this is downtown where they are going to have their store. recently our membership, i surveyed our membership and public safety was our top priority. and there are many reasons why the community feels that the license will not service the convenience of the community and the list is 22, reasons that have been given to you. and i just a brief list. and the community is saying enough is enough. you know, when could i have the overhead? >> when walgreens posted back in march of 2012, they notified the community that they were going to have a liquor license at 135 powell. the reality is not just there but also 149 powell because they are taking over lories. the neighbors did not know that there was going to be a super store at the time of posting. we also questio

and i urge you all to join us. >> thank you supervisor. >> thank you madam clerk i want to associate myself with president change of venues remarks. i want to stress with a significant step this has been. we've been talking about addressed the soft buildings and we know this is a top priority. in terms of actually making these soft stories a reality we've relied on others things that have not think successful. this legislation will set us on the path protecting the buildings and the resident who live in those buildings because we will be in a world of hurt if we have a significant earthquake and a significant number of these buildings are damaged or collapsed. it says a lot about the relationship of this board and the mayor. whether it's creating a affordable house fund or go passing bonds a lot of things we've talked about for years that have not happened and are now happening. it's very exciting. i look forward to moving this legislation forward. in addition to that i'm addressing another issue to talk about the efforts and strategies to reduce unnecessary stuff on our situation.
the use of lethal force was in policy, not in policy, or whether further investigation is required. and then the chair, which is again will look at the members of it, the d.c. admin will report the findings to the chief. the board is composed of the deputy chief administration who chairses it, the dc of operations, d.c. of special operations, excuse me, and the d.c. of the airport. and advisory members would be the police -- a police commissioner, the director of occ, the commanding officer of risk management, and the sfpd range master. the findings, as i mentioned before, the chief who reviews them. and if he concurses with the finding, the chief will work the recommendation of the fdrb to the police commission. if the chief does not concur, he would forward his own findings to the police commission. the way that is presented to the police commission is in writing. you've seen the fdrb letters. it's letter format, but it's in writing. it summarizes all the different components of the administrative -- administrative investigation, the criminal investigation, the facts as developed
or less. i mean, i swear i have never heard of court events being used. when i talk to the people at the court management system, i asked them the same thing and apparently it was a practice that was started by -- >> going forward, every time you are in trial the district attorney is with you. i assume there might be slightvarianations, variations, but the complexities are the same? >> when you say the complexity of the case that the district attorney front-loads more than we do. when we went through this with the controller, they wanted to make sure our caseloads reflected the work that we are actually doing. they held focus groups and figured out by survey how many hours -- they actually had us keep time sheets for about two months and they figured out the standard amount of time that is required for the standard deviation and figure out the president bush number. if you are handling 20 level 1 cases and 10 level 2 cases and two homicide cases you will be overloaded. so it's just a very commonsense way model. i would be happy to share what the controller did for us with th
the general fund, that general fund relief was simply to put us where we were before, because we had lost three positions from our victim services as a result of cutbacks in the state budget. we asked for one paralegal and the budget analyst agreed with us in this particular area. our advocates and the work that they do is not comparable to that done by our partners and non-profit organizations. they are very important functions, but they are very different functions. the work that we do in our office is directly related to legislative mandates such as probation for requesting victim compensation funds from the state. we also work with victim relocation. we're working closely together as a team between victim services and attorneys who are handling the prosecution, often assisting in that process. that is a very different process than the one that our partners in the non-profit world do. the ones that our partners in the non-profit world is very important and frankly, we couldn't do our job without their support. but it's important to recognize that they are very different. here are some

personnel for mta. >> lastly we have a team of plain cloths officers. we try to use them in the most clandestined effort to deal with the individuals engaged in the crimes. they have been an incredible resource, not only for addressing issues of crime upon muni, but the crime throughout the city, and that they have such a level of engagement with the repeat offenders. they are often able times to identify a suspect based upon a video footage and otherwise very quickly. and that is also a team that is funded by fema and a tsa grant and going back, the dog units are also funded through tsa as well. >> specifically, some of the target enforcement operations that we do, obviously with the issue of robberies, and the team of officers assigned to muni. regularly, interact with the diblgt station personnel. and in response to either areas that have had historically plagued by robberies or that we see changes or in creases in the robberies indicating that you may have a series or anything of that nature. and those officers are engaged in that. one of the things that we really want to do is i
of the cell phone, out of someone's hand while they are using it or texting on it. in juvenile we have seen a market increase of the filings of these types of offenses. we have 193 open juvenile cases that involve the theft of cell phones. i believe that supervisor mar you had a question earlier about the difference between larceny and robbery. there was a recent case about two years ago that talked about the necessary force to remove an item from a person. and the specific case described as basically a cell phone robbery, someone taking something from somebody's hand. and that case, indicated that the simple taking of an item from somebody's hand is not more force than is necessary to complete other types theft from the person. and therefore, this type of snatch and grab robbery is considered a grand theft from the person, not a robbery and so we have seen actually a market increase in grand theft from the persons that were currently charging. the difference is a robbery is a serious felony and a grand theft is 1170 h, a realignment eligible offense and so there is a market difference betw

, everyone. thank you for joining us today. you are applying for commission seat number 7, right? >>> correct. >> thank you. ms. matsuda, can you talk to me a little bit about the work that you've done and even your future plans or goals in your understanding of cultural traditions of san francisco and how these rich san francisco cultural traditions can be reflected in your work as a commissioner? >>> so, i was appointed by mayor newsome to serve as one of the first of the 7 commissioners for the historic preservation commission. and for the first two years of our commission we spent a lot of time actually formulating articles 10 and 11. so, it hasn't been until very recently that we have been able to get into actual discussion of various communities and various landmarks that have become -- that have come before us. and what we would like to do in the future is to continue our work in recognizing landmarks that have not traditionally been recognized or looking at communities that have been under served, and to find other ways, not only the ways that have been provided to us through the nati
you, mr. chair and colleagues, i appreciate your consideration of the legislation in us today to continue changes to our city's local business enterprise ordinance to increase contracting opportunities for so-called certified puc lbe, which are small businesses located within our regional water service area, but outside of the boundaries of san francisco. the puc lbe program was created in 2006 to allow small business that operate within our puc water service area to compete for work on the water system improvement program; as know the wisp program has two-thirds of costs being paid by regional water customers of the sfpuc and so the thinking in 2006 it was appropriate for those communities that pay for our water systems improvement to also yield the local economic benefits that are certified puc lbe contracting program can provide. since the wisp program is nearing completion, but the sfpuc has additional projects within the water service area that are not part of wisp construction, the changes in this legislation would allow puc it to continue to support the small businesses
. it was continue to february 25th. this week at the land-use committee hearing they had the car sharing parking ordinance sponsored by supervisor wiener. he wanted to allow south side spaces such as parking lots that had been in place for at least a year, they wanted the same number of spaces. he wanted to cap the maximum for residential and commercial buildings, and requiring signage for the spaces. he wanted to ensure that these spaces will be allowed for projects not seeking a cu. wanted to provide the planning department with more enforcement excitation power. -- -- our department has been asked to develop the signage requirement for the car share spaces. there were three speakers in opposition and one speaker in support. board president chu expressed concern over enforcement but stated enthusiasm for the potential development of new enforcement measures. it was recommended for approval by the full board. we have a host of new ordinances and hearing requests. first for the commission and the historic reservation commission supervisor wiener has introudced a version of the ordinance this
with the golden gate national parks conservancy, and the national park service. so, this allowed us to not only put on a great sell braaetionverctiontion, but to also fundamentally change the experience that the 10 million visitors a year who come to the golden gate bridge have. if you've been out there, we've built a 3500 square foot pavilion. it's a visitors pavilion and welcoming center. there are interpretive panels and photographs and videos that you can see there and merchandise that tell you a lot about the golden gate bridge. and we have some artifacts in that pavilion that have never been seen before by the public. so people now can actually get a sense of their rich history of the golden gate bridge and how it was built and the men and women in labor who built that bridge. and, so, it's really fantastic. we also improve the outdoor plaza area so there's more open space. we improve the pedestrian and bicycle path. so, really it's a much more pleasant place to visit now so we're really, really proud of that. on the fiscal side of things at the district, it has been a difficult time, as
her amazing today addresses two key legislations. the first mandated residential hotels provide rooms with workingshared bathrooms. the cost of these requirements is little relative to the benefit that the residents will reap. it will enhance the quality of life and safety upgrades to the building. the risk of the senior suffering a broken bone from slip on the shower or a disabled person not being able to communicate with service providers are problems that will be drastically diminished with the passing of this ordinance. increasing the safety for some of our most vulnerable residents is so important but also saving the city money in these preventive measures is critical. in order to develop a set of guidelines that are implementable as well as cost-effective we have to move with measures like this. and though the ordinance will be affected within 30 days of its passage there will be no notices of violation issued for the first six months after the ordinance passes.hotel, an important mailing and outreach that will take place and for owners to have time to consultot
and the establishment was in district six during a redistricting process, they swiped us away and so any way, i want to point out that we did write a letter of support, but i also want to point out that they did no out reach. so, if you are shaming everybody for not doing the out reach, it starts here too. when they posted it was not clear, if it was st francis hotel or if it was st francis hotel asking for a liquor license or a different entity, it was not until we get the packet for this meeting that we realized that it is actually an entity that has because they did not do the out reach to the community. and so we thought that it was the hotel opening up a bar, under its name. and in reality, it is a chain of bars that are opening up and they want to open up at this location. and we do agree with the conditions that are set out by the police department. but, again p the issue of out reach, i think that it should be pointed out that you know, these applicants need to do the community out reach so that everybody, and just assume that there is no organizations or no residents and all of that, well t
